Status: Exploratory. This register is authoritative for unresolved decisions in the Generative Governance research dossier. Resolving an entry does not change GSM until the outcome passes the Change Proposal process.

Resolution requirements
Each resolved decision must record:
- selected outcome and rejected alternatives;
- systemics rationale;
- baseline evidence, observations, counterexamples, and falsifiers;
- selected placement in core GSM, the GSM ontology, or a derived view;
- selected normative semantics and affected GSM artifacts;
- conformance requirements added, changed, or withdrawn;
- dependencies on other decision IDs.
