The Operator is the GSM Definition runtime: it evaluates and executes governed Definitions — Norms and Mechanisms — against the model held by the Definition Manager. Rules run in a sandboxed evaluation environment and reach the outside world only through declared effectors, so execution stays governed and auditable.
