The Definition Manager is the core of the Systemic Intelligence Engine: the authoritative API, lifecycle enforcer, and store of every governed GSM Definition, together with its database. It is the most mature part of the platform — the capabilities marked Foundation are backed by real, running service code today. It implements the GSM standard, and the Operator runs against the model it holds.
